Is Woodlands Drive 17 in Woodlands Regional Centre? What URA's Plan Covers and What Governs Clovelle

Short answer for Clovelle of Woodlands buyers: URA's current urban design guidelines for Woodlands Regional Centre do not reach the Woodlands Drive 17 parcel. Their boundary plan covers Woodlands Central, the area around Woodlands MRT and Woodlands Square. The planning limits that shape Clovelle's own blocks come from HDB's land tender instead. Here is which document governs what, so regional-centre planning is weighed for what it is.

What URA's Woodlands Regional Centre guidelines cover

URA circular URA/PB/2025/11-CUDG says the guidelines aim to facilitate innovative designs for Woodlands Central. Its Appendix 1 boundary plan (September 2025) shades one designated urban design area, ringed by Woodlands Avenue 5 and Woodlands Avenue 2 around Woodlands Square, with Woodlands Avenue 3 and Woodlands Avenue 7 at its edges. Woodlands Drive 17 and Woodlands South station do not appear on that plan.

Inside that boundary, the guidelines set rules on building form, façades, setbacks, rooftop screening, landscaping and a sheltered pedestrian network on several levels. Those rules shape future buildings in Woodlands Central. They are not design controls on Clovelle.

URA does not give one map in these guidelines that draws the full outer edge of Woodlands Regional Centre. So it cannot be said from these guidelines whether the Clovelle parcel sits inside or outside the wider centre. What can be said is narrower: the parcel is not inside the area these guidelines cover.

Which document governs what

The 61m figure is measured against Singapore Height Datum, not from the ground at the site. It is a ceiling, not a storey count, and it does not tell you how many floors Clovelle will have or which stacks get which views. Block heights, storeys and orientation are not yet known until Sim Lian releases its site plan and floor plans.

The four precincts, and how they relate to Clovelle

• Woodlands Central: URA's planned core for office and retail space in the North. It contains the Woodlands interchange on the North-South and Thomson-East Coast lines.
• Woodlands Gateway: an employment and manufacturing precinct tied to the station for the Johor Bahru–Singapore RTS Link, where a multi-modal transport hub is planned.
• Housing by the Woods: a residential and community precinct next to Admiralty Park, with a planned pedestrian link, the Woods Vista Gallery, toward Woodlands Central.
• Woodlands Waterfront: housing of varied density and height alongside Woodlands Waterfront Park.

None of the four is described by URA around Woodlands Drive 17. For a Clovelle household, the practical link is rail. LTA's Thomson-East Coast Line runs Woodlands South, then Woodlands, then Woodlands North, so Woodlands Central's interchange is one stop from Woodlands South. Walking times from the eventual Clovelle entrance to Woodlands South station are not published by any authority. Verify them at the showflat stage.

Dated context from Master Plan 2025

URA's North Region plan describes Woodlands Regional Centre as the commercial hub of the Northern Gateway. It gave the RTS Link a target of end-2026 and says the redeveloped Woodlands Checkpoint will open in stages from 2029. LTA said on 2 October 2026 that RTS Link passenger service is now expected in February 2027, subject to safety certification and final approvals. These are regional milestones. They say nothing about Clovelle's price, unit mix or completion.

What to confirm with Sim Lian's own documents

• The released site plan: block positions, storey counts and stack orientation within the 61m SHD ceiling.
• The final unit count against HDB's estimate of 560.
• The pedestrian route from the site gate to Woodlands South station.
• Prices on the Clovelle of Woodlands price page once the developer releases them; until then they have not been announced.
• Preview dates and registration on the showflat page.
