Clovelle of Woodlands EC and the RTS Link: What Woodlands North's Completion Fixes for Your Commute, and What Is Not Announced Yet

By Davis Ng · · Updated

The cross-border rail terminus that Clovelle of Woodlands buyers keep hearing about sits two Thomson-East Coast Line stops from the EC's closest station, and passenger service is now expected in February 2027. LTA said on 2 October 2026 that infrastructure works in both countries are substantially complete, while JTC is planning its Woodlands Gateway employment district around the terminus. Here is what that fixes for a household weighing Sim Lian's Woodlands Drive 17 EC, and what stays open, before you rank the RTS Link against price and floor plans.

The commute geometry from Woodlands Drive 17

Clovelle of Woodlands sits on Sim Lian's larger Woodlands Drive 17 EC parcel, with Woodlands South MRT (TE3) recorded as its closest station. LTA's Thomson-East Coast Line station list runs TE1 Woodlands North, TE2 Woodlands, TE3 Woodlands South, all opened together in Stage 1 on 31 January 2020. That gives a Clovelle household a simple rail path to the border terminus: board at Woodlands South, pass Woodlands (the North-South Line interchange), alight at Woodlands North. Two stops, no line change.

At Woodlands North, LTA's RTS Link project page states that the RTS Link station connects to the existing TEL Woodlands North station at basement level. Because CIQ facilities for both countries are co-located, LTA says passengers clear immigration only at the point of departure. The train ride itself is about five minutes over the 4km route to Bukit Chagar in Johor Bahru, with a design capacity of up to 10,000 passengers per hour in each direction.

What this geometry does not include is the walk from the EC to Woodlands South. Sim Lian has not released the project's entrance layout, so the walking time from a Clovelle unit to the TE3 platform is not known until the showflat site plan is published. Note that "two stops to the RTS Link" covers the rail leg only.

What is fixed and what is not: the RTS Link timeline

Three RTS Link facts are settled in primary sources. First, infrastructure works in Singapore and Malaysia are substantially complete, LTA said on 2 October 2026. Second, the route, capacity and CIQ arrangement above come from LTA's own project page and MOT's 30 June 2025 release on the first train. Third, the TEL was sized with RTS Link arrivals in mind: at the Ministry of Transport's Committee of Supply debate on 4 March 2026, the Acting Minister for Transport said TEL capacity is more than sufficient for the passenger numbers arriving via the RTS Link.

Two facts are not settled, and a Clovelle buyer should hold them as unknowns:

  • Opening date. On 2 October 2026, LTA and Malaysia's Ministry of Transport said the operator, RTS Operations Pte Ltd, now expects passenger service to start in February 2027, after final system tests and trial runs by 31 December 2026. That date still depends on independent safety certification and final regulatory approvals, and it replaces the end-2026 target on LTA's project page and in MOT's June 2025 release. Treat February 2027 as a target until service actually starts.
  • Fares. In a 7 April 2026 written reply, MOT stated that RTS Link fares will be determined commercially by the operator, RTS Operations Pte Ltd, which will announce them in due course. The Acting Minister noted at the March 2026 debate that Malaysia had announced a figure of $5 to $7, but under the bilateral agreement the operator sets the fare. Until RTSO publishes it, the cost of a Clovelle-to-Johor Bahru trip is not yet announced.

Woodlands Gateway: jobs on the TEL, on a slower clock

The other half of the story is employment. JTC announced on 2 March 2026 that it will masterplan and develop Woodlands Gateway, a mixed-use district of up to 35 hectares beside the RTS Link and Woodlands North MRT station, aimed at firms that site manufacturing in Johor while keeping regional headquarters functions in Singapore. URA's Woodlands Regional Centre guidelines name Woodlands Gateway as one of four precincts, positioned as an employment and manufacturing hub that leverages its direct connection to the RTS station.

The dates matter more than the hectares for a household. JTC's 15 July 2026 feature story puts the first phase of the transport hub at about 2030, the first factory block at about 2031 and the second at about 2034, with the precinct expected to anchor more than 25,000 jobs once built out. Those are JTC's planning estimates, not completion guarantees, and later phases are stated to follow market demand.

For a Clovelle buyer the useful reading is sequencing. Clovelle of Woodlands has no announced TOP, and the parcel's HDB tender closed on 13 January 2026, so the EC's completion sits some years out and has not been announced. Woodlands Gateway's first phase lands around the same horizon; its later industrial phases extend into the mid-2030s. If your household would work in the Gateway or commute to Johor, the RTS Link should be operating well before the EC keys are handed over, while the Gateway's own jobs and retail arrive in stages that may straddle your move-in and the five-year minimum occupation period that applies to this parcel.

A Clovelle decision checklist

  1. Do you actually need the RTS Link? If nobody in the household crosses to Johor regularly, the terminus is a convenience, not a reason to prefer this EC over another. Weigh it below eligibility, MSR and price.
  2. Measure the first leg, not the second. The Woodlands South walk is the variable Sim Lian controls. Check the gate position on the site plan when the showflat opens before assuming a short walk.
  3. Budget the trip as unknown. Fares are unpublished. Do not build a monthly commuting figure into your affordability check until RTSO announces them.
  4. Read Gateway dates as 2030 onward. Employment at Woodlands Gateway is a mid-decade-plus prospect. Compare it against the EC's eventual TOP, which will come only from Sim Lian or government material.
  5. Keep the parcel straight. Clovelle of Woodlands is Sim Lian's parcel at Woodlands Drive 17, distinct from the neighbouring CDL EC parcel; both share the same rail geometry, so the RTS Link does not separate them.

The latest updates page will record the RTS Link opening date, fares and Clovelle's showflat and price schedule once primary sources confirm them. Until then, the rest has not been announced.
