Woodlands HDB Flats Are Crossing S$1M. Here Is the Second-Timer Rule Book for Upgrading to Clovelle of Woodlands EC

By Davis Ng · · Updated

HDB's resale data on data.gov.sg records an Executive flat at Block 807 Woodlands Street 81 (192 sq m, 7th to 9th storey) registered in August 2026 at S$1,250,000. Four other Woodlands executive flats crossed S$1 million in the same month. Media coverage has framed this as a milestone for the town. For a household that owns one of these flats and is watching Clovelle of Woodlands, the more useful question is different: what does the rule book say when an HDB owner books an Executive Condominium unit from Sim Lian, and how do the sale proceeds actually fit into EC financing?

This guide covers the second-timer conditions HDB publishes for EC buyers and the MAS loan limits that decide how much of an eventual Clovelle price a bank can fund. It does not quote a Clovelle price, because Sim Lian has not released one; the price page has no prices until a dated schedule exists.

What the Woodlands resale record does and does not tell an upgrader

The S$1.25 million transaction is an outlier, not a benchmark. HDB's own median table for resale applications registered in the second quarter of 2026 puts Woodlands at S$550,000 for 4-room, S$655,000 for 5-room and S$916,500 for Executive flats. In August 2026 the highest Woodlands 4-room registration was S$758,000 and the highest 5-room was S$815,000. A 4-room or 5-room owner near Woodlands South should plan around the median band for their block, not the executive-flat headline.

Two further cautions. First, the record flats were 177 to 192 sq m executive apartments from the mid-1990s with roughly 66 to 68 years of lease left; a smaller flat in the same street will not track them. Second, a resale price is a gross figure. What reaches the EC purchase is the net after the outstanding HDB loan, CPF refund with accrued interest, and any resale levy.

The four HDB rules that apply to an HDB owner buying Clovelle

1. Your current flat's MOP must be complete before you apply

HDB's conditions for new-flat owners state that core members cannot apply to buy an EC unit from a developer during the minimum occupation period of their flat. For a standard flat that period is five years from legal completion of the purchase, excluding any time the whole flat was rented out. If you collected keys to a Woodlands BTO less than five years ago, you are not yet eligible to book at Clovelle regardless of income.

2. The HDB flat must be sold within six months of EC key collection

HDB's conditions after buying an EC state that anyone listed in the EC application must dispose of any interest in an HDB flat within six months from key collection of the EC unit, measured by the legal completion date of the disposal. In practice this means an upgrader keeps the flat throughout construction and sells it around TOP, so the sale proceeds arrive late in the progressive payment schedule, not at booking. Clovelle's TOP has not been announced; the only dated anchor so far is HDB's 60-month completion period from tender acceptance in January 2026.

3. Second-timers pay a resale levy, in cash or from proceeds

If you or any core member bought a flat from HDB, a resale flat with a CPF housing grant, a DBSS flat or a developer-sold EC before, HDB treats the household as second-timer and a resale levy is payable when booking an EC. The fixed amounts for a first subsidised flat sold on or after 3 March 2006 are S$40,000 for a 4-room, S$45,000 for a 5-room, S$50,000 for an Executive flat and S$55,000 for an EC (singles pay half). HDB requires payment in cash and/or flat sale proceeds, not a housing loan. If the flat is sold after EC key collection, the levy is deducted from the net proceeds; if it is sold before, the levy is paid in cash at key collection. The Clovelle resale levy calculator gives an estimate by flat type. A household that has already taken two housing subsidies cannot apply at all.

If your Woodlands flat was bought on the resale market without any CPF housing grant, you have not taken a subsidy and the levy does not apply.

4. The CPF Housing Grant for ECs depends on first-timer status

HDB's EC grant is up to S$30,000 and requires at least one core member who has never taken a housing subsidy. For a household where one spouse is a first-timer and the other is a second-timer, the SC/SC amounts are S$15,000 at average household income of S$10,000 or lower, S$10,000 from S$10,001 to S$11,000 and S$5,000 from S$11,001 to S$12,000. A household where every core member is a second-timer receives nothing. Because Clovelle's tender closed before the 24 August 2026 cutoff, the S$16,000 income ceiling applies; the income-ceiling article explains the two-date test.

ABSD: remitted, not payable upfront

An HDB owner who buys a private condominium pays 20 per cent ABSD on the second property upfront and applies for a refund after selling the flat within six months. IRAS treats a new EC unit differently: ABSD is fully remitted if any purchaser is a Singapore Citizen, and the remission is granted automatically when HDB approves the acquisition. No separate application is needed. Buyer's Stamp Duty still applies; see the stamp duty guide.

How the resale proceeds meet EC financing

ECs are bank-financed. Two MAS limits shape the loan:

  • MSR 30 per cent. MAS caps monthly repayments for all property loans at 30 per cent of gross monthly income for an EC whose MOP has not expired. Clovelle sits under the 5-year MOP framework, so MSR applies for the whole period an upgrader is likely to hold the unit before resale is permitted. TDSR of 55 per cent applies in addition.
  • LTV by outstanding loans. MAS's table gives a 75 per cent limit with 5 per cent minimum cash for a borrower with no outstanding housing loan, and 45 per cent with 25 per cent cash for a borrower with one outstanding housing loan. A lower limit applies if the tenure exceeds 30 years or runs past age 65.

The sequencing matters. Because the HDB flat is typically sold around EC key collection, an upgrader who still has an HDB loan outstanding when the EC loan is approved should ask the bank in writing which LTV row applies to their case rather than assume 75 per cent. The proceeds from the flat then serve three jobs at the end of the schedule: clearing any resale levy shortfall, refunding CPF used on the flat, and reducing the EC loan balance if the buyer chooses. The Clovelle financing guide and calculators let you run this with your own numbers.

A pre-launch checklist for Woodlands HDB owners

  1. Confirm your flat's MOP completion date from your HDB records.
  2. Classify every core member as first-timer or second-timer using HDB's subsidy list, and estimate the levy.
  3. Pull the latest median for your block and flat type, and take your outstanding HDB loan and CPF accrued interest off it to get a net figure.
  4. Run the MSR at 30 per cent of gross income and both LTV rows.
  5. Only then compare the result against the floor plans and, once released, the price list. Book a showflat appointment to verify documents, not to substitute for these checks.

Everything project-specific about Clovelle of Woodlands, including price, unit mix, showflat date and TOP, has not been announced until Sim Lian publishes its own sales material. The rules above are HDB, IRAS and MAS policy as published on the pages listed below and can change; verify them at the point of booking.
